According to the Agency for Healthcare Research and Quality (AHRQ) quality health care means doing the right thing at the right time in the right way for the right people—and having the best possible results.
The New York Quality Alliance (NYQA) will guide the adoption and use of evidence-based medicine through measurement and reporting to drive health care quality improvements in out patient settings. The 10 Healthcare Effectiveness Data and Information Set (HEDIS) measures are well vetted, validated and address a cross-section of important chronic conditions and preventive services. The measures were selected because of the likelihood of success for the demonstration project built around known and tested metrics; the importance of the conditions they address in population health management; the feasibility of timely data collection and aggregation using health plan administrative data. For most of the measures, historic data show sufficient variability among health plans to presume there is variability among physician groups.
The NYQA will work to provide consumers with information about the quality of care delivered by physicians to assist in making informed choices, which will lead to higher quality care and lower health care costs. The quality measures are created from health plan administrative data and are based on a set of recommended interventions applied to a population of interest
